Should I use Delcatty as a Heal Beller?

Delcatty@Leftovers
Attract (Annoy them)
Faint Attack (I need a Dark move in my team)
Heal Bell (I don't have a safeguarder)
Double Edge (It's a STAB move must use it)

I need a heel beller because I don't want a safeguarder.

Could I make it better or have a different Pokemon?

Go with Vileplume or Chimecho --Delcatty is so weak

they have higher special attacks and are both good annoyers

This is sorta off topic, but it does involve Delcatty. Anyone notice how much that thing around it's neck looks like a really fancy toilet seat??
