The Pokemon world has always had its share of crime and terrorism. From Team Rocket, to Team Magma and Aqua, to Team Galactic. The Pokemon World is almost always in the grip of terror as these gangs vie for control and power, while working to complete their own evil plans.

In these years the police have proved ill equipped and ill prepared to deal with this threat, and as such the Government of Kanto has finally gotten fed up with it. Two years ago they created a program known to the taxpayers as “Social Welfare Agency”.

On the outside the Social Welfare Agency takes children that have been maimed or disfigured, either through accident or design, and gives them new lives and new opportunities to help them deal with their disfigurements. In reality the Social Welfare Agency is much more important. Taking the children and giving them new cybernetic bodies. Although the program wants to expand to adults, the drugs so far have only worked on the youthful mind. With these new bodies they erase their memories and give them new identities. This combined with the latest in counter terrorism methods, is all designed to create the perfect machine, undetectable by the normal populous.

As a cyborg in the Social Welfare Agency, your first memory is that of waking up infront of your instructor, whom you have been programmed to be utterly loyal to. You do not know who you are, or what you are. In the following months you are trained in martial arts, shooting fire arms, as well as various counter terrorism tactics. When in the field you feel almost no pain, your limbs and body can be easily repaired through surgical implants.

As a trainer in the Social Welfare Agency, you have worked in either the police or Special Forces for years. But nothing has prepared you for this, dealing with children that act almost like machines. After choosing a disfigured child at one of the various hospitals, you are given a questionnaire to decide the appearance of the cyborg. Everything from name and hairstyle, to eye color and sex is your decision. When the modifications are finally made to the child, you are tasked with training them, as well as following them on various missions.

But as with prototypes, the children in the Social Welfare Agency are not with their problems, the loyalty programmed into them can result in crushes and jealousy toward their trainer. Also memories begin to appear, flashes of their past that can push the children toward insanity as the mental barriers put up to help them deal with the gore slowly degrade.

All the while Team Rocket moves to deal with the rising threat of the Social Welfare Agency, both by seeking out the loved ones of the children’s past. As well as bombing hospitals to give the Agency an even more limited supply of children to choose from for their program.

The chess pieces are in place, and now the game is set to be played.

Sex: Boy ( Used to be a Girl )
Looks: He is somewhat lanky in appearance, having blonde short cut hair but covered in a large backwards baseball cap. His eyes are now brown although originally they were blue. He wears normal blue jean shorts, and a white shirt over it, with a blue jeans jacket over it to cover his side arm.
Personality: Like other Cyborgs he is very robotic in his emotions, he has shown some emotions such as toward the girls of the group. He also enjoys playing with Legos.
History before Cyborg: She lived a life of near royalty with a multi billionaire family. Never having to worry about money, or starving, or anything. Because of her rich parents, she was targeted for kidnapping. Although her parents were rich, they also were devoted to their work and not their daughters. In the end they did not pay for her ransom and she was tortured nearly to death before being dropped into the ocean.

She was eventually found on the coastline and taken to the hospital. There she spent a year in a coma before being chosen by the Social Welfare Agency.
History after Cyborg: He has been doing missions for the last year, the biggest one was a assault on a factory in Cerulean City, which resulted in him having a arm, leg, and several ribs having to be replaced.

Looks: She is just under 5 feet tall, with blue eyes, and hair the color of golden wheat to her shoulders. She is petite, often wearing a fluffy classic lolita dress in black, with slight heels, stockings and a cute little hat. however, underneath the skirt, she wears a pair of shorts for when more mobility is needed. She often has a case for a small guitar with her, containing her broken-down weapon of choice.
Personality: While conditioned to be robotic like the others, she has a few more quirks than most, showing inclinations to artistic activities like pottery, origami, and carving, as well as occasionally quoting things she's heard or read out of the blue.
History before Cyborg: Formerly an extremely talented child with inclinations to the arts, she was the victim of an arsonist, who intentionally locked her in a room before setting her family's house aflame. By the time she was rescued by firemen, she'd already been horribly burned, and had a beam collapse on her, leaving her crippled in the hospital for six months before being picked up.
History after Cyborg: Has also been doing missions for the last year, though she recently lost her first Trainer, an elderly ex-military sniper, in a completely mundane car accident, causing her to require a new Trainer, who requested that she be given minimal reconditioning, so as to preserve her skills and abilities.
