Also, for future reference, UC & Kyle, please please please don't feel forced to give me a handicap. You earned your pokémon. There is no reason to punish you for earning your pokémon. Seriously, if you've got pokémon to use, use them. Don't feel bad just because I have a smaller team.
That said, are you guys still interested in battling me? I have more free battle slots which I could use the same rules for. I'll take this one with Charles Legend since the attacks are already posted.
I'm assuming that Seadra was released into the pond? If it was released on land, all the better for us.
Anyway, Legacy, since you don't have to be in the water, we can force Monarch to use long range attacks. You can keep to the grass and still be okay. Begin with Safeguard, followed by Thunder Wave. Finish with Thunderbolt.

The two trainers arrive at the plain, glaring at each other intently. Each is grasping a Pokeball, each staring each other in the eye, waiting for the other to make the first move. Suddenly, unexpectedly and inexplicably, a bright light appears in the middle of the pond, and from the pond the referee rises on a cloud, with the music O Verona blaring from his cloud. He looks at both trainers, nods and floats further up into the air, safely out of harms way. He raises both his arms and simply utters,

Both trainers release their Pokemon, Monarch landing into the pond and Legacy landing on a patch of grass nearby. Monarch wastes no time and begins filling its mouth up and then releashing a long-range Toxic (-6) at Legacy, who stays perfectly still, instead covering himself with a flowing rainbow energy. The toxic sludge turns into steam on contact with it and evaporates into the air, leaving Legacy safe under his Safeguard (-2).
Monarch, annoyed his toxic attack failed, begins to flow a bright white and fires a powerful stream of dragon energy at Legacy, hitting him with full force with Dragon Pulse (-6), knocking Legacy backwards (-18). Legacy recovers quickly and fires back at Monarch with Thunder Wave (-4). Bright, wavy electrical energy phases into Monarch, paralyzing him.
Monarch, now paralyzed, attempts to get his wits together in order to perform another attack, but fails entirely, the paralysis setting in. Legacy knows this is his chance and charges up a Thunderbolt (-6). Crackling with electrical energy, he fires a bright, powerful bolt of electricity at Monarch, who, now in watery conditions and paralyzed, is in no state to be electrified. By the time Legacy lets up his attack, Monarch is smoking and the water around him is steaming (-22).

Ha, ha, I don't think I deserve that title. The number of challengers is just a good sign that ASB is thriving, that's all.
Good job, Legacy, but I want his movement to be limited even further. Freeze the small volume of water surrounding him with Ice Beam, then unleash a Shock Wave followed by a Thunderbolt.

Well, I'm planning on evolving my Sneasel into Weavile eventually. I don't know if I'll catch any D/P specific things or not. Some of them were interesting, but the majority didn't suit my tastes. As for D/P attacks, if they suit the situation, I'll use them. If they don't, I won't.
I think I'll be keeping my team rather small, maybe a few more additions and I'll stop. Dragonair, Weavile, Absol, Aerodactyl, leave a little more room for certain things that I need to set up particular strategies and I'm set.

Legacy wiggles over towards the pond and draws his head back, drawing in energy, the dot on his forehead shining brightly. He then snaps his head back down and fires an Ice Beam at the pond (-6). However, instead of hitting Monarch, he aims around him in a circle, freezing the water around him. Monarch takes no notice of the now colder water, as Seadra often inhabit Arctic waters, and instead draws in breath. He then aims straight for Legacy and fires a pulsating cyan beam of draconic energy, blasting Legacy with Dragon Pulse (-15)(-6), scoring a very effective hit!
Legacy shakes off the hit and begins crackling with electrical energy, proceeding to fire a Shock Wave at Monarch (-2). Monarch is hit directly and is shocked pretty badly, especially considering he is in a pool of water, although the electrical energy is so much that it smashes the ices around him (-12)! Monarch shakes off the shocks and fires another powerful Dragon Pulse at Legacy, scoring yet another super-effective hit (-17)(-6).
Legacy is none pleased about being attacked again with the same ferocity as before and begins to crackle wildly with electrical energy, frazzling many of the blades of grass around him as his energy reaches critical levels. He then fires a tremendous Thunderbolt straight towards Monarch, who is hit so badly by electrocution that his skeleton becomes visible briefly to onlookers (-4)(-18). Monarch seems to be dazed by this attack, but shakes off the effects, ready to battle again. He fires yet another Dragon Pulse, hitting Legacy and knocking him for six (-6)(-16). This is one resilient Dragon, who manages to get back up after a torrent of attacks.

Legacy begins to move very quickly, darting around in front of the pond with almost instantaneous movements, using Agility (-2). Monarch seems somewhat confused by where to strike, but he focuses his eyes and then casts an Ice Beam across the field in hopes of hitting Legacy, which he does (-6)(-17)!
Legacy recovers from the icy blast and summons all his energy. He begins crackling with electrical energy and then, glowing a bright yellow, casts a huge bolt of lightning into the air, and it bolts down right on top of Monarch, hitting him with a powerful Thunder (-6)(-24)! Monarch at this point is completely fried and unable to move due to paralysis!
Legacy begins to summon another Thunder attack and in a similar strike as before, launches a bolt into the air. However, this time it flies past Monarch, although it does hit the pond, electrifying it and dealing some damage (-6)(-4). This spark has brought Monarch back to life and he fires back with another Ice Beam (-6)(-18)! Legacy wasn't expecting this strike and is knocked backwards with this ice blast. The referee floats over to check on him; he has fainted! The referee rules Legacy unfit to continue battle.

Ice Beamseems to be the order of the day for Monarch as he powers up yet another icy attack, however, his paralysis kicks in yet again and his muscles lock up, rendering him unable to attack! Meanwhile, a Substitute of Kaze (-6)(-25) has appeared on the field, whereas the real Kaze has flown out of Monarch's sight.
Kaze takes advantage of Monarch's inability to attack and swoops down towards the pond, mouth crackling and strikes with Thunder Fang (-4)(-14)! Monarch recovers quickly but in blinking fails to see where the real Kaze went and instead fires an Ice Beam at the substitute (-6)(-18)!
Kaze grins and like a screaming banshee dives down towards the pond again, scooping up Monarch in his mouth and bites down hard with another Thunder Fang, electricity crackling from his mouth (-4)(-16)! He spits out Monarch onto the grass below. The referee floats over to the frazzled Monarch, shakes his head and raises his hand.
"Monarch is unable to continue battle."

The trainer launches a Pokeball and Snappy the Croconaw is released, pumped up and ready to fight. He begins the proceedings by launching into an elaborate Dragon Dance (-2). Kaze decides to end his dance prematurely by launching towards him, jaw gaping wide as he bites down onto Snappy with Thunder Fang. His mouth crackles wildly and Snappy is visibly in pain over this attack (-4)(-14).
Kaze smirks as he releases Snappy and prepares to flap his wings in order to take to the skies. However, Snappy leaps up, glowing with mystical energy and catchs Kaze off guard with Ice Fang (-4)(-16)! However, this was only the substitute, which smashes under the intense pressure of Snappy's jaws. Kaze has made a clean escape with Fly (-4).
Snappy is angered by this deception and looking to the skies to see the real Kaze, he begins to pump up all his muscles, closing his eyes very tightly as he prepares a powerful attack. He then kicks off against the ground with enormous muscular strength from his legs, even creating a small crater in the ground whilst doing so, using Superpower (-8). Snappy is hurtling headfirst towards Kaze in an attempt to hit him, but Kaze powers up a Hyper Beam and this connects with Snappy, knocking him off course and sending him crashing back down onto the ground (-8)(-20). Snappy sits up, gasping for air as the attack has left him exhausted. Likewise, Kaze's attack has left him short of breath and he lands on the ground in order to restore some of his expended energy.

Snappy brightens up from the previous attack he received and begins to break out into another Dragon Dance (-2), much to the bemusement of Kaze, who, having expended all his energy on his previous attack, must simply watch and Recharge.
Snappy is now glowing with mystical energy again and, seeing Kaze is about to lift off, shoots a torrent of water from his mouth and begins riding it towards Kaze at great speed, using Waterfall as transportation! The torrent heads straight towards Kaze and blasts into him, soaking him and knocking him backwards (-4)(-20). Snappy leaps off the torrent at the point of contact and lands perfectly on Kaze's back. Kaze takes no notice that Snappy is on his back and, lifting up into the air, slams back down again, destroying much of the landscape with a devastating Earthquake (-6).
Snappy manages to keep his balance and, pulling up both arms, forms one fist and powers up all the muscles in his body before slamming down onto the back of Kaze's head with Superpower (-8)(-17). Kaze goes face first into the ground and tries to gnash at Snappy, who agily steps out of the way, still managing to stay on his back. Kaze then lifts up into the air again and slams down with another Earthquake (-6), yet this still fails to knock Snappy off his back.

I've made so many logic errors this match... I really hate to do this, but use Roost. If Snappy wants to hang on so badly, let him - Fly up as high as you can before he realizes what's happening, then throw him off with all the Strength that you can muster.

Luna your just a bit rusty that's all, sure you can say I have gained some skill over these last few years O_o?! but the fact is I was not entirely sure my plan for Snappy to land on Kaze's back would work, at lest my plans normally do fail.
Come to think of it I wonder if a Feraligatr could land on an Aerodactyl... which is kind of Ironic for me because I once owned an Aerodactyl myself.

For the record, since this has yet to come up in a reffing by me so far, I'm going to rule that if your Pokemon runs out of EP, they sacrifice half the cost of the move in HP, e.g. a move that exhausts 8EP will cost 4HP.

Snappy, thanks to his increased speed, gains the initiative over Kaze and quickly gets in the first attack, powering up his fist with ice energy and slamming it into the back of Kaze's head with Ice Punch (-4)(-16). Kaze, however, bites down and closes his eyes, beginning to glow a bright white as his wounds seem to heal in a heartbeat, using Roost to heal himself (-6)(+50).
Snappy is annoyed that much of the hard work he has done has undone itself, so he opens up his wide jaws and bites hard down onto Kaze's neck with Ice Fang (-4)(-14). Kaze ignore the fact that Snappy is now hanging by his neck and flaps his wings hard, heading straight up into the sky, leaving Snappy in somewhat of a bind by using Fly (-4).
Snappy, undeterred by the fact he is now several storeys above the ground, decides to leg go of Kaze's neck and attack with a powerful Hydro Pump (-8)(-42). Kaze is hit hard by the high damaging water attack but manages to reel out of the path of the jet eventually, heading straight towards the falling Snappy. Kaze begins to glow white again, muscles pumped, and like a lightning bolt hits Snappy with the speed and force of a freight train, slamming him straight into the earth below with Strength (-4)(-20).
