Well, you can always Google "audio converter" and see if you can get one that converts to the format you're looking for.

I've opened and edited sound files with Audacity, if that helps. I'm not sure if that's what you want to do.

Yes, Audacity is a program which lets you do that, and it is free. You can get it at http://audacity.sourceforge.net/download/.
