Start by using Icy Wind to, if possible, blow away the Sandstorm. If it indeed does prevent the Sandstorm, use a Sunny Day/Solarbeam combo. If it doesn't blow away the sandstorm, use Ice Beam, and Aerial Ace away from the Stone Edge.
