How this work exactly?

You vote for a move which you believe should be compatible with more pokemon. Once the week is over the poll closes and the winning move gets a new compatibility list within the next few days. All the special compatibility lists can be found here. Note: this does NOT mean that the move will become available as a TM. It only means that if you get ahold of the move (for example at the EMT) there may be a wider range of pokemon who can use it.

Umm... I suppose we could have another poll, but we still haven't updated all the existing compatibility lists to account for the 5th Gen Pokemon and it's hard to get hold of enough AC/CC workers (i.e. 2 other than myself) at once.
