I'm surprised you don't consider TTar as a Dragon since he learns such Draconic attacks like Dragon Dance, Outrage, Dragon Pulse/Claw. I could've swore Lance used TTar as one of his pogeys in one of the games (me thinks Pokemon Stadium 2).
