OOC: Can't leave JT hangin' now can I?

I had almost reached the outskirts of the city where the police station was, but I noticed something odd. Several inhuman power levels were gathered together off to the east.
"Ah, that accounts for the Budokai. Should've joined myself...." I said to myself, shrugging it off. But before I took off again, I noticed a single power level directly to my west.
"That's about where Reznic is. Usually the place is bustling with activity. I could understand if I had trouble sensing them because they're all low level humans, but I can't sense anything at all. And this new signature is definitely not human, either...."

Puzzled, I took off in the direction of Reznic. It didn't take me long to find it--or what was left of it. The city was nothing more than a smoldering array of rubble. I noticed the power level again, it was nearby. Moving slowly though, as if it was looking for something. I dropped to the ground and walked toward where I sensed it. I saw, out in a clearing, what I had sensed. A man (or thing) in a hooded cloak, completely concealed. Judging by his power level, I'd guess he was the one who killed everyone. There was something not right about him. I decided to confront him. I leapt into the opposite side of the clearing. He was combing a pile of rocks so he hadn't seen me yet. I shouted out to him.
"Hey! You there! Turn around!" I barked. He slowly turned and faced me squarely.
"Did you do this?" I said again. The mysterious figure uttered no reply.
"You'd better speak up, or I'll beat it out of you!" I shouted again, growing slightly impatient. Still, the being was silent.
"Fine, have it your way!" I said, planting my feet to begin a powerup. He still made no move of any kind.
