I've been in work all week, and writing this battle takes time. Weekend. Patience.
Turn 1, Tyranniquake sneaks up behind them and uses Sandstorm, and as soon as the storm's up Fenlong uses Scary Face into it like in the anime once to create a great effect.
Turn 2 is Fenlong's Twister to draw the sand over Sandy while Tyranniquake Earth Powers on Rawrza.
Turn 3, Tyranniquake uses Iron Head on Rawza and Fenlong uses Wish.
Unless they try to status/down-stat our Pokemon after turn 1 use a substitute to absorb it.
Fenlong is quick to act, building a copy of himself out of mud and grass. It's not brilliant, but by infusing it with a little of his own life energy it instantly fools the other pokemon in the battle into thinking it's the real him. Tyranniquake in the meantime, closes her eyes and focuses her inner energies. Her addled mind is calmed, and whilst she is closing her mind off to all outside influences, she is oblivious to Rawerza's attempts to curry favour and get some same species romance going on. Sandy is too busy glaring at Fenlong to notice anything, but the (fake) Bagon just stares blankly back at her.

Hidden from his enemies, Fenlong backs up a little, then charges full throttle at Sandy, throwing himself at her in a fury. The two roll across the floor, hitting every surface they can, but thanks to his rock head, Fenlong avoids any nasty recoil. From anyone else's point of view, Sandy is rolling around on her own. Rawrza dips his claws into the ground and pulls out several sharp flat rocks. He throws them through the air with a spin, and they hit Fenglong, one two, three... his substitute exhausted of energy, the Bagon turns to dirt and crumbles. Rawra and Sandy are both shocked to see Fenlong stepping back away from his injured foe, massaging his red raw skin. Pulling a scary face at Tyranniquake is a little out of the question after that shock, but TQ just sits there, uncaring.

Fenlong turns to Sandy and suddenly lets loose a massive burst of water, a hydro pump like no other that slams into the dragon and knocks her tumbling across the ground again and leaving the soft ground water logged. Tyranniquake, hidden from view thanks to her own substitute lunges at her alike foe, her rock hard skins glowing with a dark red aura. The massive impact and following punch from an enemy Rawrza can't see is intensely terrifying, and he is tossed far by the blow; landing in the top of a tree and hitting all the branches on the way down. Sandy glares her hardest at the false TQ, but again she has no luck. Stupid glaring! Recovering from the massive attack, Rawrza struggles to get to Fenlong after crossing that distance, and barely manages a nibble before having to stop.

It seems the choices as to what kinds of pokemon would be let in is kind of flawed. I mean, think about it, there are a few dragons that don't look like dragons at all, they just happen to be of the dragon type. What necessarily says that something "looks like" a dragon, anyway? Serpentine shape? Fangs? Wings? I don't know, but I'm rather confused. I was gonna switch in for my Snivy, since Mikachu said Serperior would be let in, but it just doesn't "look like" a dragon.
We're gonna need some actual confirmation as to what pokemon would be let in.
EDIT: It doesn't help that there are only 21 non-legendary dragon type pokemon, making choices even more limited.

Ultimately, the first post should have been enough to dictate what pokemon can or cannot take part.
Psuedo-Dragons are a lot more difficult to decide on given that dragon type attacks are more common in the game and learnable by a lot more pokemon.
I'd say:
Charizard
Gyarados
Aerodactyl
Ampharos
Tyranitar
Milotic
Heatran
But not any of their un-evolved forms. But it's not my choice, as Mikachu posted a list of the acceptable pokemon at the start. But this is meant to be a DRAGON battle, not a 'hey, this pokemon learns a dragon move so I guess it's good' battle.
There are just as few Ghost types, but nobody ever goes into a battle asking if they can use their psychic type because it's black and can learn Shadow Ball.
I don't really see Heatran and Ampharos as dragons, but whatever. Maybe it would be an idea to say that all Pokemon in the Dragon egg group and all of the Dragon type Pokemon are allowed in the battle? It will clear any disrepancies where that's concerned, apart from Magikarp which clearly isn't a dragon.
Just for the sake of being fair, then, i'm not going to be using my snivy (lol shame, I was gonna do something awesome with that). I'll have to rethink my strategy, then.
Alright, here's what we're gonna do. sandy, Rawrza, avert your gaze from the sandstorm as it's appearing. Next, Rawrza, once, the Sandstorm appears, immediately avoid looking at it and use rain dance to get rid of it. Next, Sandy, use taunt on Fenlong.
Next turn, Sandy, use Surf (try to make sure none of the water goes into the twister, and make sure Rawrza or any of his clones gets hit). Rawrza, use Double team.
Final turn. Rawrza, Sandy, go in after Fenlong. Rawrza, use stone edge. Sandy, use Outrage.

Fenlong and Tyranniquake both start preparing for their big attack. Tyranniquake is first up, shaking her body and creating a disturbing amount of sand (Where the heck is it coming from? Does she have a beach hidden in her?). The sand swirls and blows, the noise of the wind and the sand scraping on the floor blocks out any other noises, especially Sandy's taunting which just goes to waste. Fenlong starts to growl and as his face contorts to appear a lot more fearsome, the sandstorm starts to take on the same shape. Rawrza is facing away form the storm, but Sandy, having been shouting taunts into it; is left terrified by the huge face that suddenly appears. Just as Fenlong and Tyranniquake are starting to enjoy themselves, drops of cold rain start to fall, taking the sandstorm down with them as they hit the grassy plain. The clouds open up and before long a torrential downpour has turned the sandstorm into a slush of mud, not just ending the storm, but creating a slurry of wet sand that makes it tougher for anything to move through.

Now things take on a world of their own, as a change in weather and a different under-footing alter how intended moves work. Fenlong whips up a twister, originally designed to redirect the sandstorm, instead it sends more water splashing down over Sandy, who doesn't seem that bothered by it. Tyranniquake starts stamping her feet, which is a little difficult given that each time her foot goes into the muck, it's harder to pull it back out. Nevertheless, she manages to send a powerful burst of energy through the ground, which bubbles back out through holes in the earth, exploding with seismic force as it does. Fenlong growls when he is also struck by a bubble, to which TQ shrugs. Sandy reels back as one such bubble pops in her face, but using the extra water given to her by Fenlong, and from the rain itself, creates a huge wave of water that crashes into the ground and sweeps away all the mucky sand, hitting all the other pokemon as it does so. TQ and Fenlong take the brunt of it; the widespread attack hitting both TQ and destroying her substitute in the process; whilst Rawrza struggles to maintain a protective shield for the second time against an onslaught of attacks.

Fenlong takes a step back, raises his head towards the sky and makes a wish. "Dear Buddha, please bring me a pony and a plastic rocket". Tyranniquake doesn't seem convinced, she turns to attack Rwarza but is a little shocked to see him running towards her. She quickly grabs out at him and lands a swift and solid headbutt, her skull hardening like metal as she strikes. Rawarza wobbles and stumbles away, but manages to fall into a hard spin and lands a powerful rocky blow on Fenglong, hitting him in a critical spot. Sandy follows up with an outrageous attack that leaves Fenlong sprawled out on the ground, and Sandy's head spinning.

Not that it really matters, since the wish failed anyway, but we kind of intended Sandy to wait until Rawrza used Rain Dance before using taunt.

It's unlikely Fenlong would have been taunted anyway due to the noise of the rainfall and the fact that it was distracted by the muck made from the collision of the two weather-fronts.
Sandy would have still seen the face since it was created as soon as the storm started, and Fenlong and TQ are both faster than Rawrza.
Alright, Rawrza, start with an Outrage at Fenlong. Change targets if he faints, and if you finish early use Iron Head at TQ. If Fenlong uses Protect or Detect or any move to that affect then switch to an Iron Head at TQ.
Sandy, you're going to use Rest and two Sleep Talks. Nice and simple!

I still want Ash0011 to confirm his own Pokemon's actions before RaZoR LeAf refs, I wasn't sure about the last PM he sent.

Fenlong, lacking in strength but still buzzing with energy lets out a guttural cry to the heavens. Above, a Salamance and a Hydreigon roar and quickly vacate the area. The dark clouds from which the rain is falling turn not just black, but as lightning streaks through them, silver and blue flashes shine through. Suddenly, massive chunks of rock and debris start to fall from the sky, bringing with them blue and silver fire. The meteors fall around Sandy, some hitting the ground and sending shock-waves through, toppling the pokemon over, others creating massive craters, whilst the debris strikes Sandy, engulfing her in the beautiful, but deadly fire. Fenlong doubles the chaos, by blasting a massive burst of water in Sandy's direction as well. However, with all the rocks that have fallen around, and the change in footing, his aim isn't brilliant, and most of the hydro pump hits the side of a meteor and is sprayed elsewhere. TQ starts shouting insults, insults made that little bit louder thanks to a boost from her Round attack, but over the noise created by the rain, and the chaos caused by the meteors falling and the eruption of water from Fenlong, the words cannot be understood. Still, the high pitched howl seems to bother Rawrza, who covers her ears from the noise. Rawrza, ducks around one of the huge rocks, runs towards the Bagon, spins on the spot and slashes into Fenglong with outstretched claws cutting his skin with another source of an ancient and feral power. Sandy cries in pain and confusion, partially covered in draconic fire, partially soaked by high pressure water. She struggles with her surroundings and the beating she has just taken, but still manages to curl herself up into a ball, tuck a wing over her head and go to sleep in an attempt to regain health and energy.

The dark skies fade, but rain is still falling. The Salamence and Hydreigon return to survey the damage, and are joined by a Haxorus on the ground. The meteors are no longer burning, but they have created a miniature maze where they lie half buried in the ground. Over hundreds of years these fallen meteors will reshape the mountain, but for now they act as barriers and obstacles for the small fighting pokemon. Sandy lies asleep behind one of the rocks, almost completely hidden from the others' lines of sight. Fenlong and TQ take a few cautious steps, they've over-exherted themselves previously and are now defenceless against their foes. Rawrza takes this as a perfect opportunity to attack. Still geared up by her outrage, she barrels into Fenlong once more, cutting him with her sharpened claws. The attack is too much, and Fenlong's strength is completely exhausted. He faints under the pressure and is recalled, but the battle must continue without him. Rawrza celebrates her victory with a little dance, but lands awkwardly. Her mind is addled by the attack, and she stumbles around. Sandy menawhile makes odd noises as she sleeps. In a state of heightened REM, she stands up, turns to face Tyranniquake and lets loose a ferocious blast of red, purple and gold flame. The dragon's rage is intense, but unfortunately she isn't able to target around the massive rock, and the attack simply burns a great pocket into the chunk of stone.

The rain is starting to let up a bit, it's no longer a torrential downpour, but is still fairly heavy. Never-the less, Tyranniquake sees a window to attack her male counterpart. Rwarza having knocked out Fenlong only seconds ago, smashing his head against the ground, mistaking a small flower for his enemy. TQ rushes her foe, slamming into him with brutal savagery, hitting his rock body with such a brutal force that it snaps him out of his confusion. Rawrza rolls across the floor in pain, and struggles to get back up. TQ pants and looks at herself with dismay, and her own body is battered, small cracks appearing on her torso like bruises would on flesh. Both her and Rawrza are momentarily distracted by a sound of scraping, and look to see Sandy has dug her claws deep into the rock and climbed up on top of it. She curls back up and is back asleep as if nothing has happened.

the earthquakes are at the same time to prevent damage to our pokes double the power, and hopefully break some of the larger boulders

Rawrza, you're gonna be holding us up this time around. Get up to where Sandy is on that rock.
Wait for those two to initiate their earthquakes. Before they reach you, however, you'll be using protect, all the while attempting to get Sandy up.
If she manages to wake up the first turn, she'll use substitute.
Next turn, if sandy's awake, have her wait until they initiate their second set of earthquakes. Before they reach you, however, sandy will use protect. Rawrza, in the meantime, will be using Substitute.
If Sandy is somehow still asleep, Rawrza will be using protect (again) instead.
Final turn, if they both Succeeded in using substitute, they'll both go in and attack. Sandy will use Aqua Tail on TQ, while Rawrza will use Outrage on appetite. If sandy didn't succeed in using substitute, but Rawrza did, she'll use Protect while Rawrza goes out and uses outrage against appetite. If neither of them succeed in using substitute, Sandy will use protect (if she's STILL asleep, then Rawrza will try to use sandstorm to obscure their visions).
