If someone orders Hidden Power, should it be reffed as just a nroaml medium powered attack, or should it be ignored as the 'altnerate type' banned version? I've seen it reffed in the past as just a regular attack, but I'd prefer to be thourough.

It's a banned attack as there's a possibility of type abuse. I usually ref it as a referee interference, "blowing the whistle and stopping the attack before it goes through" type of thing. So yeah, it's a wasted move

BATTLE

A beautiful day in the polar caps of the northern hemisphere; round four begins. Drake, the adept of Dragon Pokémon smirks, calling out to his Kingdra, monikered Duke. "Okay, Duke," he called out to his Pokémon presently floating in the frozen waters, "make a Whirlpool in the waters. Keep that Blastoise trapped inside!"

Albeit very fatigued, Duke closes his eyes as he begins to swim in circles at mach speeds, summoning a heavy current spinning in a clockwise motion. As he circled the freezing waters, the Poison began to delve deeper through his scales. The heavy current managed to pull Brian's Blastoise inside, trapping her within the waters. Both Pokémon delved deeper into their fatigue, allowing the Whirlpool to hold the two Pokémon hostage.

"Violet," Brian called out to his water leviathan, "its too much to ask of you to use a physical attack. I want you to use your Confusion!"

"Blas...toise..." Violet acknowledged. The massive water titan closed her eyes as a brilliant aura, blue in color, engulfed her. Using only her mind, Violet managed to dig deep into the Kingdra's consciousness, sending a sharp stinging sensation his way.
KINGDRA: 36% [POISON] // BLASTOISE: 59% [NORMAL]

Enter turn number two; the massive currents of the Kingdra's violent Whirlpool have subsided for the time being. Dragon trainer Drake was ready to call forth his second set of commands for Duke to abide, "Use your Agility, Duke," he shouted, "and combine that with a Toxic attack!"

"We can let them get away with the Agility, Vi," Brian explained, "the main thing to avoid is his deadly Toxic attack. Use your Protect just before he launches it and you should be just fine!"

Without any word otherwise, Drake's Kingdra swam swiftly through the cold waters of the north, pulling his fins closer together to become more aerodynamic. The massive Kingdra managed to get faster and faster, just before Violet. As soon as he got an open shot, Duke opened his mouth, releasing a barb of poisonous liquid towards his adversary.

Closer and closer, the poisonous smog of Duke's Toxic attack got. Violet held her hands up high, summoning an aura, turquoise in color, Protect. The barrier surrounded Violet just before the Toxic could land on her. The attack crashed, dripping down into the waters below.
KINGDRA: 31% [POISON] // BLASTOISE: 59% [NORMAL]

"Now, Vi," Brian commanded, "finish this round off--use your Blizzard attack!"

"Blas!" Still afloat in the chilly waters, Violet's hydro pumps withdrew into her massive hard shell. She opened her mouth revealing several unclean teeth, sending forth a massive snow storm. Taking advantage of Kingdra's neutrality to Ice-based attacks, the Blizzard scores a direct hit, dealing a great deal of damage to the water dragon. The already cold waters of the northern hemisphere managed somehow to get even colder. Whilst both Pokémon are used to cold waters, because they are very tired, they may not be able to handle it for much too long.
