"Report me if you want. I'm saying something," one of the Trubbish mutters. "You see, there's a mayoral election coming up in a month. Mayor Garbodor is down in the polls, so she concocted a plan to ensure she's reelected. Basically, she engineered a virus—I don't know how, or with whose help, but she engineered a virus nonetheless—that would cause sickness in anyone infected by it. She's been getting us to dump small quantities of the virus in the Old Village sewers for the past month or so. Our wastewater is pumped into the ocean surrounding Tranquil Shores, you see, so Mayor Garbodor was hoping some of the Tranquil Shores Pokemon would get sick so she could come along and save the day. She's planning to donate a bunch of Full Heals and go down to Tranquil Shores herself for a few photo-ops. She wants the electorate to see her taking care of a sick baby Krabby or something. That way, everybody would see what a great, compassionate mayor she is and reelect her."

"You've been dumping the virus in the sewers?" Senic asks. "Um... you realize we Grimer live down there, right?"

"Yeah, we know," the Trubbish replies. "Mayor Garbodor made the virus so it couldn't affect Poison-type Pokemon, ensuring you Grimer wouldn't get sick."

"I see," Senic says. "So then what's the deal with the water treatment facility being out of commission?"

"Well, when we first started this whole plan, we were dumping a lot of virus into the sewers with no results," Trubbish explains. "None of the Tranquil Shores Pokemon were getting sick. That's when we realized the water treatment facility was cleaning the virus out of the sewage before it made its way to Tranquil Shores. Mayor Garbodor then had us come here and shut all the machines down. She's been lying to all the citizens and telling them that the machines are broken and that we're here trying to get them running again."
