    Okies, here is a good Jolteon moveset!!

    Thunderbolt
    Thunder Wave
    HP Water, Grass, or Ice
    Reflect/Growth
    @Leftovers.

    NOTE: Growth on Jolteon is an NYPC move, so the only way to get an Eevee with Growth is by going to the NYPC, since that is probably pretty inconvenient, go with Reflect instead of Growth!!

    I can't get Growth, and i'd rather not use Hidden Power.

    Let's see... for the last two moves, I guess you could go with Agility/Baton Pass, Attract/Substitute, or Bite/Reflect. I suppose Attract/Substitute would be the best option.

    I'd try Double Team/Agility + Baton Pass, or Substitute/Bite/Reflect + Attract... make it female regardless.
