5th: Cianwood (go through Olivine first)
6th: Olivine
7th: Mahogany
8th: Blackthorn

I think the game's set up so that you could, theoretically, do either first. I don't recall ever trying to settle the Lake of Rage plotline before the Lighthouse plotline, but one time when I did a Psychic theme party I went to the Lake of Rage before battling Morty so I could get Girafarig, hands-down the best answer Psychics have to enemy Ghost-types.
