Legal promo cards in NeoOn?

I just have one q, the bs electabuzz and rainbow energy, are they legal in the neo on format, since the bs electabuzz is a "promo" card in the bz, and the rainbow e was also given as a "promo" card?
In a professor list digest some guy asked if the ebuzz was legal, and the answer was yes, but i just wanted to double check with you guys, maybe they overruled that, and i don't spend so much time on the net anymore.

Yes, Electabuzz and Rainbow Energy are Modified, NeoOn, legal.

Note that all printed versions of these cards are legal, not just the promos.
