Hiya, i just met spinda after getting HM surf, now i have a few problems..

1. where can i get a pokemon tha can use surf?

2. What should be my pokemon lvls if i want to go in the entei dungeon

3. how can i get my machoke evolved

1. where can i get a pokemon tha can use surf?

You don't actually need one; you can get to places requiring Surf just by having the Surf HM in your Toolbox. Despite that, it's wise to teach the move to someone because if you lose in a dungeon, you might lose the Surf HM if it's in your Toolbox. You can't lose a party member permanently unless you choose to.
You can find Water-types in Sinister Woods and Silent Chasm, I believe. Poliwag and Wooper, though I forget which is where.

2. What should be my pokemon lvls if i want to go in the entei dungeon

I would say mid-30s ought to be good.

3. how can i get my machoke evolved

There is an item in this game called a Link Cable. You use it exactly the same way you would use an Element Stone. The way to find Link Cables is to go places where Unique Items (such as the HMs) are stored; if you already have a Unique Item and you go to get another, a Link Cable will appear in its place. So, for example, there is now a Link Cable where you found the Surf HM!
