Only one character from any series can be in the tournament. Since Ash had more nominations than any other Pokemon character, he was given the spot instead of Tracey and James.


EDIT: To be specific, here is rule 5 of the nominations.

5. NO MORE THAN ONE CHARACTER IN ANY SERIES WILL BE IN THE TOURNAMENT. This is very important to remember. If more than one character from any given series is nominated, then only the one with the most points will be entered into the tournament. (Again, ties will be broken by the tournament director.) All other characters for that series will be ineligible for the tournament, regardless of how many points they’ve earned. So nominate wisely!
