A. Because blaming the consolate deaths on Obama is a lot like blaming the Oklahoma City Bombing on Bill Clinton, something that nobody does. It was a terrorist attack, and blaming the President doesn't make sense.
B. I fail to see where it says he is standing by this claim. It was the initial claim, yes, based on information given at the time, but both the President, Mrs. Clinton, and the State Department are now backing the very claim that you just made, which is what makes sense.
Blaming the President? No
Blaming Secretary Clinton? Yes
She should resign in disgrace or Obama should call for her resignation, because at the end of the day it was her decision to poorly secure a consulate in the heart of a terrorist stronghold.
As CBS News put it, it took over a week for the White House to finally admit it was a terror attack, despite the fact information came out far sooner than that saying otherwise.

If Romney admits that he selfishly tried to use the crisis for his own personal political gain and tried to pass off an unconfirmed, unauthorized statement as the White House's official response, then I'll admit that Clinton should admit guilt.
