I just think the current system puts too high of a demand on the Safari Zone refs, many of whom are clearly burnt out. If the SZ were only for Legends and the occasional person who wants to catch regular Pokemon RP-style (and that's mostly how it used to be), then that would decrease the amount of quests on the go, allowing SZ refs to update their zones at a faster pace. That's why I think going back to Approval Tower purchasing would be more sustainable. The current system requires a certain level of manpower we just don't have.
