I want to know if now that all the pokes are back if there is a way to get confuse ray and dragonbreath some how on a milotic.

Well, I think Lapras is the only thing that can get both moves and breeds with Milotic... but only from GSC, since there isn't a Dragonbreath TM in RS or FRLG, is there? I doubt you could breed Dragonbreath onto Lapras from someone else, since it's not a TM in those versions... Doesn't appear on Lapras's breeding compatability list, either. *shrug*

Confirmed, nothing that can breed with Milotic can get both Confuse Ray and Dragonbreath.
