I'm pretty sure there's a limit. Many times when an E4 member's pokémon is in the red layer of HP have used a couple of full restores, but stopped using them when I've brought their HP down to the same level.
Do opposing trainers have a set number of items they can use? As in, they only have 5 full restores, and if they use all of them on their first Pokemon, they can't use anymore, or is it, let's say, 2 per Pokemon?
For example, I'm fighting Wallace right now, and he used 3 full restores on Whiscash and 2 on Tentacruel. Is there a limit for the number they can use, or is it unlimited?

Yeah, there's definately a limit. I remember back in the days of RBY, at least, trainers would only use one or two healing items despite the need to use another again. Afterall, what fun would it be if the E4 just kept on healing when you got the HP to just low enough?

I don't know what your exact situation is, so I don't know if this helps at all, but here's a trick I learned early on: Don't let the enemy get into the red. Whittle it down with weak attacks until it's got maybe a third of its life left (still in yellow,) and then whack it with something strong enough to finish it from there.
Let's say you have move A, that can take off 45% of its life, and move B, that can only take off 20%. A battle might go like this:
