how do i breed whirlwind onto skarmory

i have tried for about an hour to find a pokemon which can breed the move onto skarmory and am lost, which pokemon do i need and will it involve chain breeding???

Roar is a tm. You can't breed Whirlwind onto Skarmory as of now.

yes its a tm, breed drill peck on, and roar, and then let it learn spikes, rest TM, and oyu have your standard skarmory...

I've also been racking my brains trying to get whirlwind on Skarm, but it appears to be impossible... I don't want roar cos it gets raped by soundproof pokemon (particularly Ninjask + Exploud combo).
